Experience that matters
A Practical Approach
Good public affairs work starts with understanding the full picture, listening closely, asking the right questions, reading the policy landscape, and giving clients a straight assessment of where they stand.
Meet Cassie Brown
Cassie Brown has more than 30 years of experience in Texas state government, legislative affairs, and public policy, including senior leadership roles overseeing one of the nation’s largest insurance markets. Throughout her career, she has built longstanding relationships across the Texas Capitol, state agencies, and the broader insurance and policy community.
Most recently, Brown served as Texas Insurance Commissioner, appointed by Governor Greg Abbott and leading the Texas Department of Insurance (TDI) from 2021 to 2026. As the chief executive of TDI, she oversaw the regulation of the $293.9 billion Texas insurance market, the second largest in the nation and the fifth largest in the world. She directed the licensing and oversight of more than 3,400 companies and 983,000 agents and adjusters.
Before becoming Insurance Commissioner, Brown served as Texas Commissioner of Workers’ Compensation. Governor Abbott first appointed her to the role in 2018 and reappointed her in 2019 and 2021. Under her leadership, the Division of Workers’ Compensation cut customer service hotline hold times to less than 30 seconds, made it easier and more secure for system participants to share documents electronically, and continued efforts to reduce medical costs and increase the number of injured employees returning to work.
Brown previously served as TDI’s Deputy Commissioner for Regulatory Policy, where she led the regulation of the forms, rates, and products sold in the Texas insurance market; oversaw the residual markets; assured the adequacy of insurers’ loss control programs; and oversaw inspections and compliance activities related to the state’s windstorm market.
Earlier in her career, Brown served as a key advisor to Governor Rick Perry on policy and budget issues including insurance, health regulation, general government, finance, and workers’ compensation. She also served in the administration of Governor George W. Bush. Prior to her public service, Brown worked for lobbyists Cliff Johnson, Reggie Bashur, and Clay Pope; ROSS Communications; and Blakeslee, Lewis & Co., Certified Public Accountants.
In addition to her state leadership roles, Brown has served in numerous national and regional organizations. She served as Chair of the Western Zone and as a member of the Executive Committee for the National Association of Insurance Commissioners (NAIC); a member of the Management Committee for the Interstate Insurance Product Regulation Commission (IIPRC); a board member for the International Association of Industrial Accident Boards and Commissions (IAIABC); and a member of the Executive Committee and Steering Committee for the Southern Association of Workers’ Compensation Administrators (SAWCA). She has also served as a board member for the Texas Department of Information Resources (DIR) and on the Executive Women in Texas Government President’s Advisory Committee.
Brown received a Bachelor of Arts in political science from St. Edward’s University and attended the Governor’s Executive Development Program at The University of Texas LBJ School of Public Affairs.
